Fire Marshal Job Posting

The Cottleville Fire Protection District is accepting applications for the position of Fire Marshal.

The position of Fire Marshal shall be defined as; a salaried, exempt, non-bargaining unit employee that reports directly to the Fire Chief and is a uniformed, non-suppression employee. Their rank is parallel to that of a Battalion Chief in the chain of command.

The Fire Marshal will manage the Fire Prevention Office. The Fire Marshal is responsible for ensuring that buildings and other structures comply with fire safety regulations and codes. This includes conducting regular inspections of buildings to identify potential fire hazards and ensuring that fire safety equipment is properly installed and maintained. The Fire Marshal also plays a critical role in educating the public about fire safety, including providing training and presentations to building owners and occupants. They work closely with other fire and safety officials, including firefighters and building inspectors, to ensure that buildings are safe for the public and that emergency response plans are in place in case of a fire. Overall, the Fire Marshal plays a critical role in protecting life and property from the dangers of fire.

Supervisory Responsibilities:

  • Oversees and manages the Fire Prevention Office including daily activities of Fire Inspectors/Plans Examiner(s).

Duties/Responsibilities:

  • Plans, organizes, and directs the daily operation of the Fire Prevention Office. 
  • Inspects and evaluates new and existing buildings; prepares reports of findings.
  • Provides consultation and guidance during planning phases of construction to ensure structures meet fire and safety codes.
  • Issues violations, identifying and suggesting resolutions for noted issues; revisits previously inspected locations to ensure corrections have been made.
  • Conducts investigations in areas where flammable or explosive materials may be present.
  • Conducts investigations of fires and suspected arson in collaboration with other fire and safety staff. 
  • Performs safety audits and inspections at specified venues in preparation for major events.
  • Inspects systems and protocols for special events and other circumstances involving flammable or combustible materials.
  • Develops or assists with development of evacuation and fire safety plans as required.
  • Drafts and delivers reports assessing fire incidents and their handling.
  • Reviews and understands related fire and life safety codes. Related duties include: makes recommendations to the Fire Chief for code adoptions or repeals; interprets the meaning and intent of code sections; clarifies code requirements and inspection procedures for the development community; and acts as the liaison with other agencies on ordinances that may require support of the District. 
  • Prepares Division income and budgets; sets fees for permits, plan review and other Fire Prevention Office services, assists with budget implementation; participates in the forecasting of additional funds needed for staffing, equipment, materials, and supplies; and administers the approved budget. 
  • Assists in the supervision of the District's annual inspection program.
  • Assists in the supervision of the District's annual hydrant inspection/ flow program.
  • Coordinates and oversees the annual Smoke Detector Program. 
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Thorough understanding of fire and safety codes and ordinances, construction principles, and common alarm systems.
  • Thorough understanding of how fires begin and spread and ways to prevent, suppress, and fight fires.
  • Thorough understanding of relevant equipment, tools, policies, procedures, and strategies used in firefighting.
  • Excellent verbal and written communication skills.
  • Ability to develop team through personnel management skills including training, performance feedback, and conflict management;  
  • Proficient in G-Suite or related software.
  • Experienced with FirstDue or other similar permitting and reporting software. 
  • Detail-oriented and organized.
  • Excellent interpersonal skills as needed to effectively deal with the public.

Education and Experience:

  • High school diploma or equivalent required.
  • Associates Degree in Fire Service Administration, management, or other related fields.
  • At least 10 years of related experience required.
  • Progressive supervisory experience in the fire service. 
  • Maintain minimum Missouri State Certified EMT. 
  • Missouri Division of Fire Safety Inspector I certification or equivalent.
  • Missouri Division of Fire Safety Fire Instructor I. 
  • Missouri Division of Fire Safety Certification as Firefighter II. 
  • Missouri Division of Fire Safety Certification as Fire Officer II. 
  • Maintain Missouri Division of Fire Safety Investigator certificate or obtain it within 2 years from promotion date. 
  • NIMS 100, 200, 300 or obtain within 2 years from promotion date. 
  • Valid Driver's License from state of residence.
  • Possess and maintain a good driving record.
  • Successful passage of drug screen and physical upon job offer.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Prolonged periods of standing, walking, and exposure to adverse weather conditions.
  • Exposure to fire and smoke, and dangerous chemicals and poisonous gases
  • Must be able to lift up to 50 pounds at a time.
